SALARY: $159,907 to $196,567 annually

MINIMUM QUALIFICATIONS:
EDUCATION:
Possession of a degree from a medical school approved by a professional or regional accrediting agency in osteopathic or allopathic medicine is required. Completion of an accredited internship is required. Completion of an accredited Family Practice or Internal Medicine residency program is required. Wisconsin licensure in the field of Internal Medicine or Family Practice is required upon appointment. Eligibility for Board certification is required. Unrestricted medical and DEA license is required. Board certification is preferred.

EXPERIENCE:
Two (2) years of post residency experience in clinical care which must have included a responsible assignment in an accredited clinical facility for the treatment of adults preferably in a correctional or managed care setting. NOTE: Fellowship or sub-specialty training may substitute up to maximum of two (2) years of the required experience.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles, practices, methods, techniques, literature and new developments in the field of internal and osteopathic medicine and family practice; knowledge of the medical diagnosis and treatment of acute, chronic and communicable diseases; knowledge of public health; knowledge of epidemiology; knowledge of preventive medicine and health practices; knowledge of procedures utilized in providing clinical services within public programs, knowledge of general office practices and procedures; knowledge of medical office management; ability to motivate and supervise staff; skill in interpreting diagnostic indicators and prescribing appropriate treatment protocols; skill in the use of medical tools, equipment and materials used in a clinical setting; organizational skills; leadership skills; effective oral and written communication skills; ability to apply surveillance principles; ability to maintain and prepare reports; ability to follow verbal and written instructions; and ability to establish and maintain effective working relationships with clients, employees, other agencies and the public.

DUTIES:
Under general supervision; to oversee all aspects of clinical care at both the County Correctional Facilities (Central and South); to manage pharmaco-therapeutic issues including monitoring drug usage for clinical appropriateness and cost effectiveness; to conduct performance evaluations; to develop and implement practice guidelines to ensure that delivery of care meets contemporary clinical and economic standards; to develop and approve medical policies and procedures and protocols in accordance with NCCHC standards for Jails and applicable court orders and consent decrees; to act as liaison with the court; to ensure compliance with the Christensen Consent Decree; to ensure adequate inmate care according to NCCHC standards; to develop, implement and monitor the HSU budget in collaboration with fiscal staff; to provide clinical and administrative supervision to Physicians, Psychiatrists, Director of Nursing, Dentists, Nurse Practitioners and Support Staff; to review and approve physicians’ and nurse practitioners’ timesheets; to participate in the RFP process and implementation of the EMR in collaboration with IMSD; to research technology initiatives; to conduct clinical care for complex cases; to approve all inmate off-site clinical care; to review admission and discharge of inmates from infirmary beds in the Special Medical Unit; to review requests for non-formulary medication for therapeutic justification; to develop and approve protocols for Nursing Staffing for chronic care clinics; to complete chart reviews and monitor care provided under protocols; to respond to inquiries regarding inmate medical care from the Sheriff, Corporation Counsel, Attorneys and families; to chair the monthly Continuous Quality Improvement (CQI) program include overseeing the ongoing process and outcomes studies per NCCHC standards; to chair the quarterly Pharmacy and Therapeutic Committee and Medical staff meeting and participate in the Nurse Practice Committee meeting; to attend all meetings as required by the Sheriff’s Office Administration; to complete reports as required by the Sheriff’s Office Administration; to be available onâ€"call for medical consultation and development of future protocol; and to perform other duties as may be assigned.

THE ORIGINAL EXAMINATION is open to qualified residents of the United States. Appointee must establish residence within the confines of the State of Wisconsin within six months of appointment and maintain such residency during incumbency.
