Description of Duties: This position provides support services to adult and juvenile inmates in the jail setting. Duties and res! ponsibilities include assessments/short-term intervention, support group facilitation, referrals, consultations, educational services and follow-up services. This position works closely with correction officers within the facility, probation and parole, the corrections administration, Health and Human Services Programs, the PRISM organization and other supportive community organizations.
Minimum Qualifications:
Bachelor degree in social work or a related human services field required
Certification or eligible for certification in the State of Wisconsin as a social worker preferred
Experience in a corrections environment preferred
Experience in facilitating support groups (example: Breaking Barriers, On Solid Ground, Criminal Thinking Errors, and Denial Group Issues)
Background in the delivery of mental health and chemical abuse services
Ability to maintain confidentiality
Must be a licensed driver and have access to an insu! red vehicle
PORTAGE COUNTY POSITION DESCRIPTION
Cla! ss Title: HSS1 - Social Worker Department: Health and Human Services
Division: Division of Community Programs - Jail
Regular Hours: 40 Hours Per week
POSITION SUMMARY
This position provides support services to adult and juvenile inmates in the jail setting. Duties and responsibilities include assessments/short-term intervention, support group facilitation, referrals, consultations, educational services and follow-up services. This position works closely with correction officers within the facility, probation and parole, the corrections administration, Health and Human Services (HHS) Programs, the PRISM organization and other supportive community organizations.
PROGRAM COORDINATOR:
Receives direct supervision from the Division Coordinator.
ESSENTIAL FUNCTIONS:
55% A. Provision of Mental Health and Chemical Dependency Consultations and Interventions to the Adults and Inmates in the Correction Environmen! t
1. Provides assessments of strengths and weaknesses of the individual inmate.
2. Provides individual supportive interventions.
3. Provides intervention support services in crises situations.
4. Provides screening and assessment for psychiatric consults.
5. Supports treatment programs already established through HHS and Jail Services. (Community Support Program, Operate While Intoxicated, Psychiatry Services).
6. Provides facilitation of support groups i.e. in (a) Breaking Barriers; (b) Seeking Safety;
(c) Talking About Alcohol and Drugs (OWI); (d) Relapse Groups; (e) Women's Groups;
(f) Assertiveness Training and other support groups as appropriate.
20% B. Administrative/Support Services
1. Monitors and coordinates integrated support services for the inmates.
2. Develops policies and procedures for inmate support services.
3. Develops and implements services to address the specific needs of the individual inmate.
4. Prov! ides consultation to community agencies that provide services to the in! mates.
5. Provides input to the annual support services budget.
6. Monitor and evaluates the effectiveness of support services.
7. Responsible for coordination of Volunteer Programs.
15% C. Works as a liaison and provides coordination of Services Relative to Jail Activities
1. Provides information and support to the correction officers in the jail environment.
2. Provides coordination of services with community organization in the provision of services for the inmates, especially Probation & Parole and HHS.
3. Serves as a member of the PRISM Board.
4. Coordinates with community agencies to effectively provide a network of support services regarding a post-release program.
10% D. General Duties
1. Completes required paperwork and other forms.
2. Attend supervisory meetings.
3. Provides educational programming to the community when appropriate.
4. Maintains client confidentiality, while addressing safety concerns of jail sta! ff and inmates.
5. Provides information and referral services.
6. Performs other duties as assigned by the jail administrator and respective supervisor.
7. Attends required training seminars.
8. In case of a disaster may be required to assist in disaster relief efforts.

MINIMUM QUALIFICATIONS
Education/Experience/Certification:
(A) Bachelor degree in Social Work or other human services field required.
(B) Certification or eligibility for certification in Wisconsin as a social worker preferred.
(C) Experience in a corrections environment preferred.

Knowledge, Skills, and Abilities:
Ability to maintain confidentiality.
Knowledge of substance abuse affects and ter! minology, and treatment approaches.
Knowledge of problems and conce! rns common to a criminal offender.
Knowledge of criminal thinking errors, stages of “change processâ€, Breaking Barriers concepts and intervention methods.
Knowledge of the correctional system, criminal justice, psychology, sociology and group dynamics.
Knowledge of jail safety and security practices.
Interpersonal and public speaking skills.
Skill at intuiting/discerning subtle and underlying moods, ideas, rationalizations and/or deceptions on the part of inmates.
Skill at stabilizing and placating inmates who are angry, agitated, frightened or suicidal.
Ability to assess and counsel individuals experiencing problems related to substance abuse, relationships, current or long term incarceration, and mental health issues.
Ability to coordinate inmate groups, maintain focus groups and structure, and motivate individuals to examine personally sensitive issues.
Ability to communicate with individuals possessing a wide range of personality ! styles, intellectual capacities, criminal tendencies, and levels of motivation.
Ability to teach and effectively explain conceptual or abstract subject matter.
Ability to compose program materials, methods of evaluation in administrative forms.
Ability to maintain regular, consistent and reliable attendance.
Ability to successfully pass a criminal background check.
Ability to respond appropriately and effectively in crisis situations.
SPECIAL REQUIREMENTS
This position is in the Collateral Exposure category for bloodborne pathogens and will follow all recommended training and procedures for this category. TB testing will be required.
Must be a licensed driver and have access to an insured vehicle.
Transport clients in personal vehicle as required.

This position is primarily located in the Portage County Jail. The individual in this position will be held to the same standards of jail staff. This position will be required to uphold judgments and the law and the incumbent will be exposed to certain temptations to show favoritism, corruption, or unlawful monetary gain.
