The Lead Medical Records Technician - Coder is a staff member of the Systems and Health Information Management Section of the William S. Middleton Memorial VA Hospital. The position will fall under the VISN coding unit and report directly to the Chief of Health Information Management.
CERTIFICATION: American Health Information Management Association (AMIMA) certification is highly desirable at this grade level but is not required.

MAJOR DUTIES-GS-9 : The Lead Medical Records Technician - Coder is primarily responsible for performing the duties of a lead coder and completing audits of coding encounters. Duties include: Distributing and balancing the workload among employees in accordance with established work flow or job specialization; assures timely accompl! ishment of the assigned workload; keeps in touch with status of the pro! gress of work; estimates and reports on expected time of completion of work; maintains records of work accomplishments and time expended; prepare production reports as requested; trains new employees in accordance with established procedures and practices; performs audits in support of the VISN 12 Compliance Council to identify and address the educational needs of coding and billing staff as well as providers; performs qualitative review and analysis of medical records and encounter forms of inpatients and outpatients both concurrently and retrospectively; reviews medical records and encounter forms for regulatory requirements (VA, Joint Commission on Accreditation of Health Care Organizations, Health Care Financing Administration, Medicare, etc.); analyzes findings from medical record and encounter form reviews and explores apparent inconsistencies and discrepancies; provides technical advice to clinical staff relative to the recording of diagnoses and procedures to ensure! accurate capture of data; abstracts technical information from medical records and encounter forms when this information is required by management for clinical pertinence review, budget, research, validation of data and/or for informational and statistical purposes; advises and assists local Health Information Management Program Managers in the identification of needed training, in-services or educational needs of HIM personnel; and performs other studies as requested and assigned by the supervisor.
Physical Demands : The work is primarily sedentary. Physical demands do not exceed those of a typical office setting. There may be some walking, standing twisting, turning, sitting, pushing, bending, repetitive keyboarding, or carrying of light items. Some positions may require sitting for long periods of time at a computer terminal typing data while talking on a telephone headset. In addition, there can be increased stress due to the intensity of a patient/cust! omer complaint or concern.
Work Environment : The work ! environment involves everyday risks or discomforts, which require normal safety precautions. The work requires safe work practices with office equipment, avoidance of trips and falls and observance of fire regulations. The work area is adequately lighted, heated and ventilated. The employee works in a close proximity to patients, and is therefore, exposed to communicable diseases. Some exposure to verbal abuse may be experienced in certain position.
Work Schedule: Monday through Friday, 8:00AM to 4:30PM, 1st Shift

QUALIFICATIONS : The following are the amounts of experience and/or education required to qualify for this position. Creditable Experience for a Medical Records Technician-Coder is defined as, experienc! e that demonstrates the knowledge, skills, abilities, and other characteristics (KSAOÂ's) associated with current medical record technology. Experience satisfying this requirement may be paid/non-paid employment as a Medical Records Technician - Coder.
BASIC REQUIREMENT: Experience - Two years of experience that demonstrates the applicantÂ's ability to perform the work, or provides familiarity with the work. Six months of the required 2 years of experience must have provided the knowledge, skills, abilities, and other characteristics (KSAs) needed to perform MRT work. OR Education - Successful completion of an associateÂ's degree with a major field of study in medical record technology/health information technology which was accredited by the American Health Information Management Association (AHIMA) at the time the program was completed. OR Combination - Equivalent combinations of experience and education are qualifying for this position. The following educ! ational/training substitutions are appropriate in this provision for co! mbining education and experience:
(a) Successful completion of an associateÂ's degree in a field of study other than medical record technology/health information will substitute for 18 months of the required experience.
(b) Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training, obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision, may be substituted on a month-for-month basis for up to 1 year of experience.
(c) Successful completion of a post-high school course of study in medical record technology, which includes courses in anatomy, physiology, and medical record techniques and procedures, may substitute on a month-for-month basis for up to 1 year of experience.
(d) Successful completion of a post-high school courses for medical administrative personnel, obtained in a closely supervis! ed training program given by the Armed Forces, may be substituted for experience on a month-for-month basis for up to 6 months provided the training program included courses in anatomy, physiology, and medical record techniques and procedures. (TRANSCRIPTS REQUIRED)

MINIMUM QUALIFICATIONS:
Experience GS-9: One (1) year of experience comparable to the next lower grade level (GS-8) as a MRT - Coder and fully demonstrate the following: Ability to analyze the medical record to identify all pertinent diagnoses and procedures for coding, and to evaluate the adequacy of the documentation; ability to read and understand the content of the medical record, the terminology, the significance of the comments, and the disease process/pathophysiology of the patient; skill in reviewing medical record documentation and assigning current versions of the classification systems required in the current position, such as ICD and CPT; and advanced knowledge! of the full scope of coding and abstracting including inpatient discha! rges, surgical cases, diagnostic studies and procedures, outpatient encounters, and inpatient professional fees for a highly diversified range of specialties and subspecialties, such as orthopedics, neurosurgery, cardiology, gastroenterology, plastic surgery, spinal cord injury, blind rehabilitation, anesthesia, acute and long term psychiatry including addiction treatment, hospice, ambulatory surgery, and other types of care. In addition, the candidate must demonstrate the potential to acquire the following KSAs: Ability to work with a team to provide technical guidance, plan, organize, and coordinate activities of a medical record function in order to effectively complete job duties of assignment such as distributing workload, monitoring the status and progress of work, monitoring accuracy of work, approving leave, etc; comprehensive knowledge of medical record technology theories, methods, procedures, and techniques for assigned areas; and ability to communicate tactfully! and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.
