Under the general direction of the Behavioral Health Manager, coordinates the Outpatient Program, provides clinical supervision to staff, and assures cost effective outpatient operations and excellent client outcomes.
Required Education, Training and Experience: Master's Degree in a mental health field and two years of outpatient clinical experience. Licensed at the independent level for Social Work/Therapist. Previous s! upervisory experience is preferred. Must possess a valid Wisco! nsin driver's license.

Position Summary:
Under the general direction of the Behavioral Health Manager, coordinates the Outpatient Program, provides clinical supervision to staff, and assures cost effective outpatient operations and excellent client outcomes.
Duties/Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.
Hires and supervises clinical staff. Maintains program standards and conducts staff performance reviews.
Develops and monitors program objectives and outcomes that p! romote quality service and accountability of the Outpatient Program.
Oversees caseload management and assures excellent client outcomes.
Assists the Behavioral Health Manager and other Program Supervisors with developing and implementing process improvement throughout the Behavioral Health Division.
Develops and prepares an annual budget for outpatient services and monitors program expenditures and revenues. Determines the cost effectiveness of operations and recommends necessary changes.
Establishes quality assurance programs to provide a systematic process for monitoring and evaluating outpatient services.
Coordinates services with other Departments and community programs and acts as a spokesperson for Outpatient services.
Provides regular reports and updates directly to the Behavioral Health Manager, Director and the Board.
Develops and recommends policies and procedures necessary for efficient and effective ! operation of outpatient services.
Monitors and recommends an e! fficient billing and dictation system for outpatient services.
Arranges and coordinates clinical staffing.
Coordinates in-services training and professional development for staff.
Provides direct service hours, as time and client need permits.
Work Direction Received:
Works under the general direction of the Behavioral Health Manager.
Supervision Exercised:
Supervision is given to Psychiatric Social Workers, Program Psychiatrists and Psychologists, Intake Coordinator, and Nursing Staff. The incumbent makes final recommendations concerning hiring and termination. The incumbent makes final decisions concerning discipline, performance evaluation, and assignment of employees.
Decision Making:
Decisions concerning supervision of program staff, implementation of policies and procedures and fiscal and program analysis are made independently.
Interaction:
There is significant ! interaction with other County Departments, community health care providers, State of Wisconsin departments and the general public.
Essential Knowledge and Abilities:
Knowledge of community health and social service systems, laws affecting mental health programs, principles and practices of administration, budgeting and supervisory practices. Ability to manage a variety of comprehensive programs, manage a staff, communicate effectively both orally and in writing, and establish effective relationships with staff, community health agencies and the general public. Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualization, memorization).
Training and Experience:
Master's Degree in a mental health field and two years of outpatient clinical experience. Licensed at the independent level for Social Work/Therapist. Previous supervisory experience is preferred. Must pos! sess a valid Wisconsin driver's license.
