Under the general supervision of the Section Chief, Behavioral Health Certification Section, conduct program audits to certify compliance to state and federal requirements of inpatient and ! outpatient mental health and alcohol and other drug abuse and mental health services. Monitor programs and their activities to assure ongoing compliance with Chapter 51 of statutes and investigate complaints against improperly operating facilities and/or programs. Provide technical assistance to facilities and/or programs, individuals and groups applying for program certification and in other matters relating to compliance requirements involving Wisconsin Administrative Codes. The incumbent must skillfully navigate the relationship between statute and administrative code requirements, public safety, including patient rights, and the diversity of programs providing these services. The incumbent will interface with agency directors, physicians, psychologists, professional nurses and licensed mental health professionals in the program review and complaint investigation process. The incumbent must prepare to meet with Department leaders, professional service boards in other dep! artments, testify in court, work with sheriff’s office and o! ut-of-state health providers, and occasionally responds to legislators and larger Health Maintenance Organization representatives. This position will be required to “teleworkâ€. Employee must be eligible for and adhere to “Division of Quality Assurance Telework Policy and Procedures.†The employee must be able to establish a home office or alternate work site office away from their primary Division of Quality Assurance business office location.

Ability to establish an alternate work site location that meets the Division of Quality Assurance’s secured and confidential work environment standards. Must possess, or obtain by the time of appointment to this position, a valid Wisconsin driver’s license and have the ability to travel to required sites.
Job Knowledge, Skills and Abilities :
Knowledge and understanding of Wisconsin Statutes and W! isconsin Administrative Code related to certifying mental health and alcohol and drug abuse programs; Medicaid rules for mental health and substance abuse programs/services, HIPPA and CMS, if applicable; licensure requirements of psychiatrists, psychologists and psychiatric nurses as well as considerable knowledge of Master’s degreed psychotherapy providers licensure process and the AODA counselor certification process; standards and practice in Community Support Programs (CSPs); CSP comprehensive assessments, CSP treatment planning, rehabilitative treatment planning goals for persons with chronic mental illness and other documentation that describes treatment rendered to this population; investigative and monitoring processes and procedures. Ability to work independently; to establish work priorities and manage work time with minimal direct supervision; to establish and meet deadlines; to communicate effectively verbally and in writing and to efficiently and accurately i! nput and produce work documents using computer hardware and a variety o! f software applications.
